At the June 2015,  business meeting a proposed change to our Constitution and By-Laws was made. The language adds: Motions made to send a vote to referendum at a regular or special union business meeting will be reserved for topics that affect wages, hours or working conditions, articles to be collectively bargained on mandatory or permissive subjects of bargaining outside contract negotiations or as deemed appropriate by the chair for highly divisive topics. Voting sent to referendum in this manner will require a two-thirds majority.  Article 8, as amended, is before you. The underlined text is the only addition. 

Article - 8  Referendum Votes, Contract Ratification, Elections

8.1  A referendum is a vote by ballot giving all members the opportunity to vote.  A Referendum  vote shall be carried out by either secret ballot or by voting on Local 452 official web site as directed by the Secretary. Referendum voting on the Local’s web site will include notification of the vote, a description of the motion to be voted on, any specific instructions pertaining to the vote and a closing date for voting. All information will be posted on the Local’s web site and/or on the Union boards at all stations. Motions made to send a vote to referendum at a regular or special union business meeting will be reserved for topics that affect wages, hours or working conditions, articles to be collectively bargained on mandatory or permissive subjects of bargaining outside contract negotiations or as deemed appropriate by the chair for highly divisive topics. Voting sent to referendum in this manner will require a two-thirds majority for final passage.
